He graduated from the University of Missouri majoring in Economics, and later studied Law at the University of Harvard. For nine months he worked as a Catholic missionary in Honduras with the order of the Jesuits, then settled in Virginia and dedicated himself to the private practice of law in the city of Richmond, specializing in the representing people with few housing opportunities. He did well in Republican areas like Virginia Beach, Chesapeake, Prince William County or Loundoun County. As the Richmond Capitol was undergoing renovations, Kaine was sworn in at Williamsburg, the first at the venue since Thomas Jefferson. In March of 2006, after the legislature was unable to pass a budget, Governor Kaine called a special session that did not end until June, with the debate revolving around the financing of transport projects, so in 2007, Kaine amended and signed a plan for transportation financing designed by the Republican majority of the State Assembly. After the shooting that killed 32 people at Virginia Tech, Governor Kaine established an independent investigative commission, and signed an executive order instructing state agencies to intensify efforts to block the sale of arms to hospitalized and non-hospitalized patients of mental health centres. As a Catholic, he opposes partial abortion, and is a member of the pro-democracy organization Democrats For Life of America. He also opposes the death penalty on a personal level, although there have been eight executions in Virginia in the two and a half years he was governor. He has vetoed five projects to expand the death penalty, but his vetoes have always been revoked by the Legislature. Kaine is a member of the National Association of Governors, the Southern Governors Association and the Association of Democratic Governors.
