Emmert is a businessman from Clackamas, Oregon, born in 1944, and is best known to the world for bringing an American Football franchise to Portland, as he was the owner of the Portland Thunder that was part of the Arena Football League from 2013 to 2015, and was also the owner of the Portland Chinooks, a basketball team that competed in the International Basketball League from 2004 to 2014. Furthermore, he is the founder and owner of an engineering and transport service company – Emmert International. His exact birth date is unknown in the media.

In 2013 he bought the folded football team Milwaukee Mustangs, and relocated the team to Portland, naming them the Portland Thunder. The following year, his team started competing in the Arena Football League, with a debut against the San Jose SaberCats. Subsequently his team reached the play-offs in both years of its existences. Starting in 2016, it was announced that the league has been in talks with Emmert to take over the Portland Thunder. The operation was finished later that year, and his team ceased to exist, though he trademarked logos, name and jersey colors.
The league created a new franchise, the Portland Steel, which soon folded.
He is still the owner of the Portland Thunder name and can take his team to another league, including Indoor Football League, but his further actions are yet to be discovered.
