Frank Theodore Levine was born on the 29th May 1957 in Parma, Ohio, USA of Russian-Jewish (father) and Welsh (mother) ancestry, and is an actor especially known for playing the role of the Buffalo Bill, the serial killer in the film “Silence of the Lambs” (1991), and more recently portraying the character of Captain Leland Stottlemeyer in the series “Monk” (2002 – 2009). Levine has been active in the entertainment industry since the early 1980s.
